On the Preferences dialog box (Edit > Preferences), in the Short objects height field on the Lib Objects sub tab of the Extra tab, enter the minimum height below which the headline should go on side, and not above body columns, e.g. 100pt.
On a page, press H, and then when the pointer changes to , drag an area over the page, on the position and with the width you want to dedicate to an article layout, but with the height, less than the value, entered in the Short objects height field.
Release the left mouse button when done, and the headline box and body columns are designed and auto-selected.
on the personal preferences dialog box is empty, Fred4 will always attempt to draw a headline above the columns, even if there's no enough space. But, if in the mentioned field you enter for example 100pt, if the total height of the drawn selection is less than 100pt, the first frame will be the headline frame, and the side frames will be the body frames, as on the following screenshot:

Note
If you press and hold SHIFT before releasing the left mouse button, the body columns will bounce off any bottom obstacles.
