If you enabled the "custom default format for a frame" functionality in your personal preferences, you can set the default format for a new text frame on page and have it automatically assigned to a new frame, when you create it by any method.
For example, if you set the custom format "TL headlines" for the frames of the headline type, each time when you create a new headline frame, it will take that format.
If you do not enable this functionality, the default format applied on new frames will be the default format for that type, e.g. the "Head" format for the "head" frame.
