The page layers are stacked one onto each other in specific order. The order of layers defines which objects would be visible when they overlap on different layers.
On the following screenshot you see the bottom part of a 2-layers page, where the ads placeholder covers a part of the selected frame. That happens because the layers 2 Ads is drawn after the layer News3 Eds.
If we switch the layers order, so the ads layer gets drawn as first, we clearly see the overlapping of the selected frame.
Where is defined the layers order?
The order of layers as they appear on the Layers palette depends, first, on the default layers order, set in your preferences, and, second, of the order users manually change later.
On the following screenshot the default order or layers is:

And the layers order in an edition, created from the default layer list on the previous screenshot and never edited manually afterward will be the same:
Which layers order is recommended?
If you have only two layers, one for editorial, and one for ads, and you want to clearly see where the editorial overlaps with ads, put the ads layer as first. This requires an additional setting in the EditorialConfig, and the build 2860 or newer for the version 2.4, and the build at least 2868 for the version 2.3. If you have more editorial layers, have in mind that the default selected layer will be the first editorial layer in the list.
