Review and define toolbars of the Pages main tab in FRED4_TABITEMS.XML file, GN4ShellConfiguration > GN4ShellMenus > Menuset Name="Fred4Main" > ToolBarList.

Toolbars on the Pages main tab let you select, edit, and create page elements, and also edit text.

Toolbars may be docked to the sides of the main window or floating.

As you can customize the system configuration, your current set-up may be different than the one described in this document.
