Generally, you have the following methods to provide for the headlines formatting:

By format defaults

Use this method for the single-element simple headlines. It requires you to create a separate format for each such a headline and set the appropriate defaults. There is no need to create styles.

By styles

Use this method for the Single-element multiformatted headlines and Multi-element headlines. It requires you to create a separate format for each such a headline, set the appropriate defaults and then to create styles for each multiformatted element and/or element.

By ad-hoc formatting (not recommended)

This is an option that may work only for the print products with ad-hoc design. Typically, it creates a non-uniformed formatting that may differ from page to page.
