You can define context menus of the Media Galleries main tab in SHELL4_TABITEMS.XML file, GN4ShellConfiguration > GN4ShellMenus > Menuset Name="MediaGalleryMainTab" > ContextMenu and in Menuset Name="MediaGalleryDesigner" > ContextMenu.
