The edition templates without pages allow you to create a new edition with all the necessary masters, but to import pages and ads from an edition/ads plan.

1.Select a suitable template without pages in the editions navigator.

2.On the Edition menu, click New from and then wait until new editions appears.

3.See Create edition from a file (import structure)

4.Save the new edition.

About edition templates

The above assumes the edition templates have been created before hand, as explained in Creating Editions or Templates from Scratch.
