You may want to set the default headline height, or a series of headline heights, to control the height of the headline frame added when using the Head and  Body tool.

The default value is 30pt, and it is used even if the related field is empty in the preferences.

On the Split subtab of the Extra tab on the Preferences dialog box, in Preferred Head Sizes, enter a suitable single value, e.g. 22pt, or a series of the comma-delimited values.
