It is recommended to enable and configure the snap-to zone (Grid snapping tolerance) for easier moving and scaling page objects on a page in editing on the Pages main tab.

The default value is: disabled.

Warning: if the Grid snapping tolerance remains disabled, you won't be able to place objects off-grid.

Therefore, instead to disable snap – that is a bad idea resulting in an inconsistent and disordered page layout that creates many problems later on and not recommended - define the snap zone in the personal preference, setting it to a low number of pixels. This provides a snapping to guides only when your object is closer to a guide or grid-stop than the specified value.
