Set the default check-out status of layers

On the Edit menu click Preferences, and then select Automatically check layers when opening pages check-box. In such case, on page opening, all the unlocked layers will be checked out automatically by you, but all the locked layers will remain unchecked.

When a layer is checked-out by you, no other user can edit it.

Avoiding that page layers are checked-out automatically.

There are two methods to avoid that page layers get checked-out automatically as soon as you open a page. You may want to do this to avoid that users who open the page for editing while wanting only to view the page, check-out layers and thus prevent designated users to edit them.

Method #1: Disable the automatic check-out of page layers in personal preferences. On the Edit menu click Preferences, and then clear Automatically check layers when opening pages check-box. In such case, on page opening, all the unlocked layers will be checked out automatically by you, but all the locked layers will remain unchecked.

Method #2: Lock the layers with the lock level which is low enough to let you unlock the layers.

Note

Every user can enable (or disable) automatic check-out of page layers. The automatic check-out makes sure that all the unlocked layers are automatically checked-out by you as soon as you open a page for editing.

Please note that this is a personal preference. Users who want the same feature, will have to repeat the procedure, each of them after running Fred4 with their own logon.
