Let's assume you want to create a format to allow editors to use "quotes" in the middle of a text. An extract of the story, in a bigger point size, thicker font and surrounded by brackets. It would look more or less like this:
The style in this example works only within a single paragraph, but users can use SHIFT+8, to create a line break, and the format defaults can be set that line break aligns the text as paragraph break does it.
HOW IT WORKS?
The user writes a text for quotes, then presses a key, which insert >quotes...< with appropriate parameters. The borders extend to cover entire paragraph. If there are line breaks in the paragraph, they are handled properly.
If you want to make it a paragraph style, you can. Just change hidden to paragraph.

There's another parameter left, if you need it for something. If your body text is locked to grid, the bottom offset may behave strangely.
