Note: globalized tags (with >default<) affect only the paragraphs which are not explicitly formatted with specific tags. For example, if you are setting the type size, and the subsequent text contain 10 paragraphs, and none of these contains a style with >h...< tag, then it will function as you expect. But, for any paragraph which is formatted by style containing >h...<, your adjustment is ignored.
