Logical groups are a mandatory prerequisite for the automatic pagination in I4. Only the shapes that belong to logical groups can be selected as a target in I4.

On the left side following screenshot, you see the Fred4 page, while on the right side you see the i4 design screen. with the central logical group selected (thick borders around it appear when you select it):
