When using text formatting palettes (Text and Paragraph) to modify the formatting of the selected text block, GN4 inserts related tags in text and the measurement units in parameters of those tags may be expressed in:

•Millipoint measurement unit 'm'

•Default measurement unit you chose in your GN4 system (DefMis in the GlobalConfig).

This is controlled by the CmdDefMis attribute in the EditorialConfig. Set it to True to show default measurement units, or to False, to show millipoints.
