The link tools are available on the Pages main tab in Fred.

21_link_16Link frames(s) and image placeholder(s) to the current article

Assuming there's a current article, select one or more unlinked frames and image placeholder and then click the link icon: the selection is linked to the current article.
21_unlink_16Unlink frames(s) and image placeholder(s) from the current article

Select one or more linked frames and images and then click the unlink icon: the selection is unlinked from the current article, and images are converted to placeholders.
