Use the Clipboard Navigator to drag items from temporary collections onto your work (article, page, publishing destination, etc).

Clipboard Navigator is shared among many main tabs. It contains temporary collections of items you put on the GN4 clipboard. There's only one GN4 items clipboard, so if you put to the clipboard items from the Shell main tab, they will be visible on the Clipboard Navigator on any main tab.

Where to configure Clipboard Navigator

Find the Clipboard navigator in the SHELL4_CONFIG.XML file under the Clipboard base query section.

The Clipboard navigator is defined in the TabItems section as <TabItem Name="ClipboardTab" in Ted4_TabItems.xml, and in Fred4_TabItems.xml. The definitions are identical.
