The Text frame tools are available on the Pages main tab in Fred.

Access the text frame tools through the tool in the toolbox (the frame tool), and through the right-click on that tool (additional frame tools).

Text frame tools create a single text frames (in various shapes), or the smart multi-frames combinations of headlines, subhead, body frames, and images.

Right click the text frame tool icon , or press and hold SHIFT while clicking a tool to display a menu of the additional tools and configuration options.
