Add the thickness outline parameter for text.
It Is a measurement parameter settable by Text Color/Effects panel or by outline tag:

Before this fix the thickness border was the 1% of font size.
For retrocompatibility if outline is active and there is no thickness value (is set as 0) the 1% rule is still working, otherwise use the outline value.

[130] Ted4: a spiked format can be set to an article element

If a format is spiked in EdAdmin during Ted session, and the Ted user doesn't refresh formats and assign it, the client will hang and article will be no more valid (until format is unspiked).
Now a check is performed just before format update, and an error is issued if necessary.

[186] Ted4: writes command display substrings

Added two optional parameters to writes gnml command to display a substring of the provided variable. The two parameters are the starting char (starting from 0) and the length.
For example suppose that the section name is "Economy", the command >writes PageSectionName,0,4< will display "Econ".
This is usefull when computing extra attributes with custom values with TagScripts.dll, a single attribute can be done instead of multiple.

[352] Articles: when changing the type size by keys, keep the top char position

GN4-3839

You can select how GN4 will act, related to the top of the text position, when resizing a highlighted block of text by keys. A new global preference "EdConfig.glbKeepCharTopPos" has the default value "1" that means keep the top position. Other available values are: "2"=Do not keep (as per compatibility with previous versions). To change the value in "EditorialConfig", add the line <Item Name="glbKeepCharTopPos" Value="XXX" /> replacing "XXX" with "1" or "2". Moreover, on the Increments tab of the Extra preferences, there is a new user preference that allows to users to select Use System Default, Keep, Do not keep, overriding the system default.

Selecting with mouse in WYSIWYG some text that had some commands before or after caused the commands to be selected so the panels did not show correctly the text status. Now the commands are not selected anymore.

Two new scripting commands to immediately store preferences instead to wait application close: FredApp.SaveAllConfigs() and TedApp.SaveAllTedConfigs().
The Fred preferences dialog now remember, per user, the last state of "Apply all" check-box.
