Other issues in organizing formatting regard who performs text formatting and by which methods.

WHO FORMATS TEXT?

Sub editors format text: Reporters write raw text. Subs format stories, after they've been linked to page layout. Section heads deliver the layout draft to layouters. Paginators do not format the text.

Page designers format text: Reporters write raw text. Page designers format text, ruled by section heads who are physically present on pagination and cut text to fit together with page designer.

Reporters format text: Reporters write in the predefined shapes, based on the page layout. Subs check and edited text (if required), and write headlines.

Depending on above, you will prepare the text formatting specific training for groups who require it, and decide about required level of details in preparing layouts, text templates and similar.

HOW TEXT GETS FORMATTED?

By styles: (recommended). Such method may be appropriate for newspapers where user-defined styles cover all the formatting needs. It requires low level of skills of end-users, but a rather detailed preparation. You can use paragraph styles, to format one or more paragraph at once, and character styles, to format highlighted text. This method offers rather high graphical uniformity.

By styles and/or manual variations: As above, but the typographical look can be varied by changing attributes in various palettes (characters and paragraph setup), or by keys (often, as step-by-step increasing or decreasing chosen attribute). This method offers rather low to medium graphical uniformity.

By tags: Users tag text directly. This requires a rather high level of end-user skills, therefore, a more complex training would be needed.
