You can place spread images only on pages with double master ('fake' spread) or center ('full') spreads, and not on single pages. See Convert two single pages to a 'fake' or 'real' spread for the procedure to convert two single pages in a spread.

To place a spread image, just drag it over central part of the page, or create a image placeholder on the same position first and then drag an image over it.
