You may want to enable the quick action when dropping a content on a page even if there is a selection on the page, but you are dropping the content outside of the selection.

This allows to Fred to behave differently and automatically in case you are dropping content on a selection or outside of it.

On the General subtab of the Extra tab on the Preferences dialog box, tick Ignore Selection When Dropping on a Empty Space on Page.
