Generally, each main tab needs an own menuset.

Although main tabs may share the same menuset, it does not make much sense except in very particular situations.

Thus, for Fred4 that has Pages, Editions and Tracking main tabs, you need three menusets - one for each main tab.

Have in mind that some main tabs (Articles, Publishing, Planning etc) that are available in Fred4, inherit configuration from Ted4. Thus, menus for such tabs are defined in Ted4 and not in Fred4.
