Since the version 1.5, Edit and Continue works only if on the Build toolbar you select Debug version of add-ins.

Display Build toolbar

To display the Build toolbar, on the View menu point to Toolbars and then click Build.

Select Debug

On the second box of the Build toolbar, select Debug.
