To change order of subtabs, reselect all tabs as explained in Select Extra sub-tab, and then click the button [...] you find in the row of TabPages (Collection). This opens the TabPage Collection editor, where you can select a sub-tab and then move it up or down by clicking the up/down arrow buttons.
