You can change the overall layout of the toolbox by editing, in the C:\tera\GN4\main\config\global\GN4\fred4_TabItems.xml, the toolbar named MainToolbox, and reimporting it in GN4 database.

You can rearrange the positions of individual tools in the toolbox.

Toolbox is defined in FRED4_TABITEMS.XML, GN4ShellConfiguration > GN4ShellMenus > Menuset Name="Fred4Main" > ToolBarList > <l:ShellToolBar Title="Toolbox" ShortTitle="Toolbox" Name="MainToolbox".
