You can set default weight and color for the fill and stroke when working on pages. Separate values are set for rules and boxes.

Note: this weight and color override the personal preferences, specified in Default weights on the Rules tab of the Preferences dialog box on the Pages main tab (Edit > Preferences).

To set default colors and weights for fill and stroke

1.Draw a box or rule.

2.Use the palettes to set the weight and the color to what you want.

3.Right-click a rule or box whose color and weight you want to make as personal default.

4.Select Set as Defaults.

To reset all defaults to none

Select Reset Defaults.

Reset reactivates the weight specified in the Default weights on the Rules tab of the Preferences dialog box on the Pages main tab, default border color as 100% K and the default fill color as transparent ([None])

Notes

For rules, GN4 stores weight, color and tint. For boxes, it stores weight, border color and tint, fill color and tint, gradient color and tint, gradient type and angle.

This is based on scripting (by the script SysApplyDefault), it is per-user setting and belongs to the personal preferences.
