To build pages in a page book, use the standard pagination procedures but with one difference: create articles in appropriate book folder, and not in any production folder (as you do when creating editions).

Moreover, respect the naming convention for the page book articles, as explained in Planning a page book naming conventions.

Regarding images, create them as dummy images, linked to their articles.
