You can assign a range of frame heights, e.g. '3-5in', or '5-7cm', to a GNML format. Such format will then be available only for the article elements that are linked to frames within the given height, and won't appear in the list of available formats when you attempt to change the format of article elements linked to frames with heights out of specified range.
The setting is optional.
The purpose of this feature is better organizing of text formatting. Your small headlines may require different formatting than your big headlines.
By default, to new formats you create no height range is assigned. This makes them available in any article element, independently of its linking status or of frame height.
