You may want to enable the rules above and below the pull quote article element, to control whether they get automatically added when clicking the pull quote icon on the Article Frames toolbar.

The default value is 0pt, which means the rules are not added.

On the Split subtab of the Extra tab on the Preferences dialog box, under Pull quote rules, in Top and Bott., enter a suitable single value for the rule weight, e.g. 1pt. The value of 0pt won't draw a rule.
