To apply content position on the second  article layout

1.Select all parts of the second article, including top rules.

2.On the bottom part of the left toolbox, locate the Content Position icon:

3.Click the Content Position icon, and then select a content position. Click OK.

Note: the content position selected on the previous screenshot is just an example. Your content positions may be different. Select the content position appropriate for your system.
